Suspect in day care rape to claim mental defect

A Springdale man who worked at a day care when he allegedly raped a 4-year old girl plans to claim a mental defect or disease as a defense, according to a motion filed by his attorney on May 9.

Cesar Monarrez, 18, of 1015 Jefferson St., is accused of raping the victim while he was working as a child-care provider at Royal Children’s Academy in Springdale. Whitley charged

Lori Ann Whitley, 31, was charged on May 9 with theft of property. Whitley is accused of stealing more than $ 2, 500 from O’Reilly Auto Parts. Forging check

Brenda Kay Smith, 52, was charged on May 2 with second degree forgery. She is accused on March 11 of forging a check. Sexual assault

He is accused on March 19 of engaging in oral and anal sex with a female victim approximately 6 years old, touching a 7-year-old boy inappropriately and coercing a victim under 14 into exposing themselves.
