Montgomery said, “ There’s getting to be so many of these kids working together that I’m considering making it a policy to let the police handle it. ”

The City of Garfield has asked its attorney to seek resolution to a dispute between the city and the owner of property on which the city’s water tower is situated. Mayor Herbert Ross said the land is owned by Mr. Barnett. He said that in the 1920 s, Ross’s brother Colin Ross, who was then mayor, reached an agreement with Barnett that allowed Barnett the use of city water at no charge in exchange for allowing the tower to be on his property. Ross said, “ State law prohibits such arrangements between municipalities and private citizens.
